For the same reasons as the other two, but with better slot layout and more grid for additional fitting versatility.
Four hi slots for whatever turrets/ neuts/ etc. you wish to fit. Small pulses with scorch work well, or d180's with a tracking enhancer and barrage give you enough range to reach the 24km tacklers.
Five mids FTW. Dual prop? Dual web? Scram? Also, a sensor damp will kill the targeting on most frigs, forcing them to either operate in your tackle range or allowing you to GTFO.
Three lows give you the ability to fit a decent buffer. A 1600mm plate, eanm, dcu2 combo will give you similar ehp to a ruppy. Or go 800mm plate, dcu2, and a tracking enhancer for d180's.
Mix and match, smaller guns for larger plate, etc. Rigs to taste. Maybe add an acr rig for more grid. The fit is entirely adjustable to suit your purposes. An overheated ab and dual webs can prove extremely useful. (How fast is that overheated dram when dual webbed...?)
Yes, the fit is specific and situational, and will die to most cruisers, etc. But if you have the proper fit, a game-plan, good instincts and decent piloting skills you may find great success.
Maintain tackle, activate weapons / neuts, and unleash the drones... Profit??

Just an example, of course. Many hulls can be fit towards 'anti-frig' roles. I've seen one pilot be successful in a plated stabber with small blasters...
The obvious trade-off is general utility and survivability against same-size and larger hulls, so target selection and situational awareness are crucial. Be wary of the lone tackler with a gang waiting on the other side of the gate.
Basically, you want to present yourself as an attractive target, and take advantage of other pilots' greed.
